Beyond the Ballot: Measuring Democracy Through Security, Welfare, Accountability and Public Trust

The Lecture is themed “Beyond the Ballot: Measuring Democracy Through Security, Welfare, Accountability and Public Trust” and will be chaired by Professor Umaru Pate, Former Vice Chancellor of the Federal University, Kashere, Gombe State, and Professor of Communication at Bayero University, Kano who will also deliver the keynote address. 

This year’s theme reflects a critical shift in how democracy is understood and evaluated. Beyond elections and electoral outcomes, it responds to growing questions about what democracy delivers in practice, particularly in the areas of security, welfare, accountability, and public trust. It seeks to interrogate whether democratic systems are translating political participation into tangible governance outcomes that citizens can feel in their everyday lives, and what role journalism plays in making those outcomes visible, measurable, and accountable. 

The Lecture will therefore examine democracy not only as a periodic electoral exercise, but as an ongoing system of governance that must be assessed through performance, responsiveness, and public confidence in institutions. It reinforces journalism as a public-interest function that strengthens scrutiny, transparency, and accountability beyond election cycles. 

The event will also feature the public presentation of the WSCIJ 2025 Journalism & Civic Space Status Report, which continues WSCIJ’s ongoing documentation of civic space developments in Nigeria. 

Surveillance, intimidation and attacks on journalists are increasingly shaping how media is practiced in many countries. These threats deserve more attention in global conversations about democracy and civic space. This year’s lecture will interrogate how sophisticated surveillance technologies, institutionalised harassment, and shrinking press freedoms are undermining the safety of journalists and the public’s right to know.

Past Lectures 

Held annually on every 13 July to commemorate the birthday of Professor Wole Soyinka, Africa’s first Nobel Laureate in Literature and Grand Patron of the Centre, the Wole Soyinka Centre Media Lecture Series for nearly two decades, served as a platform for examining issues at the intersection of journalism, governance, accountability, democracy, and social development in Nigeria. 

Since its inception in 2009, the Lecture Series has convened leading journalists, academics, policymakers, civil society actors, development practitioners, and thought leaders to interrogate some of the most pressing questions shaping Nigeria’s democratic journey. Over the years, discussions have explored themes ranging from media responsibility, elections, corruption, transparency, civic space, misinformation and disinformation, public trust, citizen participation, technology, security, and the future of journalism in a rapidly changing information environment. 

Through 17 editions, the Lecture Series has featured 18 keynote speakers and 68 discussants, while reaching more than 4,000 participants from across the media, civil society, government, academia, and the wider public.
